When a unit does not report within 20 days of the due date, their data is copied from the previous quarter so that graphs and other reporting can be consistent. If you're unit shows up in the 'Units Not Submitting' sections even though there are values showing in the table, this is because that data is a copy and not an actual 'Real' submission.
